Governor-General Carter Monaghan.

The Twenty-sixth Grand Council of the Confederation of North America was elected to a five-year term on 16 February 1968, and was still in session at the time Sobel was writing in 1971. The partisan makeup of the Twenty-sixth Grand Council is eighty People's Coalition, fifty-three Liberal Party, and seventeen Peace and Justice Party, the latter being a faction of the Liberals that broke away during their national convention in January 1968.

The Twenty-sixth Grand Council's P.C. majority elected Carter Monaghan to the office of Governor-General on the first ballot. It is not known who was chosen as Council President or Majority Leader, though it is possible that Grover Speigal was chosen by the Liberals as Minority Leader. It is likely that one of the P.J.P. members is Fred Tryon of Southern Vandalia, and he may have been chosen as the leader of their caucus.

Sobel makes no mention of any legislation passed by the Twenty-sixth Grand Council, but presumably the P.C. majority was able to pass legislation abolishing the National Financial Administration in 1970, and continued to support Monaghan's expansion of the C.N.A.'s arsenal of atomic bombs.
