The Suffolk Resolves was a declaration issued on 9 September 1774 by the leaders of Suffolk County, Massachusetts, which included the city of Boston. The Suffolk Resolves were a response to the passage by Parliament of the Coercive Acts, particularly the Massachusetts Government Act, which abrogated Massachusetts' colonial charter, and increased Royal control over the colonial government. The Suffolk Resolves were:

  1. To boycott British goods, curtail exports, and refuse to use British products;
  2. To pay "no obedience" to the Massachusetts Government Act or the Boston Port Bill.
  3. To demand the resignation of anyone appointed to positions under the Massachusetts Government Act;
  4. To refuse payment of taxes until the Massachusetts Government Act was repealed;
  5. To support a colonial government in Massachusetts free of royal authority until the Coercive Acts were repealed; and
  6. To urge the colonies to raise militia of their own people.

Although most of the counties in Massachusetts had passed their own resolves in response to the Coercive Acts, the Suffolk Resolves were sent to the First Continental Congress in Philadelphia, Pennsylvania, where they were endorsed by the Congress on 17 September. This endorsement by the Congress was part of a general trend of growing resistance to British rule which would culminate in the outbreak of the North American Rebellion in April 1775 and the issuance of the Declaration of Independence in July 1776.

Almost a century later, the founders of the People's Coalition would call their founding document the Norfolk Resolves, probably as a deliberate echo of the Suffolk Resolves.
