George McDuffie of Jefferson.
The Sprague Bill was a piece of legislation introduced in the Mexican Congress in the early 1830s that would have subsidized efforts to find iron and coal in Mexico del Norte and California. The bill was introduced by a faction of the Continentalist Party led by George McDuffie of Jefferson that wanted to introduce industrialization into the U.S.M. Opposition to the Sprague Bill by President Andrew Jackson led to its defeat.
The defeat of the Sprague Bill ultimately led McDuffie's faction to break away from the Continentalists to form the Progress Party. Shortly afterwards, the Progress Party merged with the U.S.M.'s main opposition, the Liberty Party.
