
Southern Vandalia.
The Southern Vandalia Council is the legislature of the Confederation of Southern Vandalia. It was established in 1877 when the former Confederation of Vandalia was separated into northern and southern halves. The former members of the Vandalia Council who now resided in Southern Vandalia made up the new legislature.
Sobel records that the partisan makeup of the new Southern Vandalia Council was 54 Conservative Party members, 24 Liberal Party members, and seven People's Coalition members. The Conservative majority likely reflects the new confederation's Negro majority, who supported the Conservatives due to that party's role in writing and passing the Lloyd Bill of 1840 which abolished slavery in the Southern Confederation.
In the legislative elections of November 1879, the Conservatives lost four seats, and the Coalition two. Sobel believes this was due to the tendency of Negro voters from the S.C. to switch from the Conservatives to the Liberals after moving to Southern Vandalia, where the Liberals were not identified with the white slaveowner class.
