Philip Halliwell

Philip Halliwell was the Prime Minister of Great Britain in the early 1960s. When Mexican President Vincent Mercator announced his Offensive of the Dove on 20 November 1962, Halliwell was openly skeptical. The London Times for 30 January 1963 quoted Halliwell as saying, "The President would not be so anxious to have us in Geneva had he a bomb in Mexico City." Like his German counterpart, Chancellor Adolph Markstein, Halliwell refused to attend Mercator's peace conference in Geneva in the summer of 1963 because no agenda had been agreed upon.

By April 1964, Halliwell has been replaced as Prime Minister by Harold Fuller.
