Marshall Perkins.
Marshall Perkins was the author of Behind the Mask: The Life and Works of Julius Nelson (New York, 1920). A critic of Nelson's tenure as head of the National Financial Administration, Perkins claimed that Nelson's conservative approach to approving business loans allowed him to maintain his agency's low failure rate while "subverting the intent of the N.F.A."
In Behind the Mask, Perkins quotes criticisms of Nelson from Andrew de Molay of the New York Bankers Association, Samuel Frier of the Textile Union, and columnist Milton Fields.
Sobel cites Perkins in footnotes on pp. 268-69, and lists Behind the Mask in his bibliography.
