Governor-General John McDowell.

The Imperial Monetary Fund was an international lending institution created at the First Imperial Conference of the British Empire in 1881. Its purpose was to offer low-interest loans to colonial governments in the British Empire to help them cope with the economic crisis of the Great Depression. The lending power of the I.M.F. was increased at the Second Imperial Conference of 1882. The I.M.F. was one of the imperial institutions, along with the Imperial British Free Trade Zone, that served as building blocks for the United British Commonwealth of Nations of 1906.

It is possible that the Confederation of North America withdrew from the I.M.F. after the isolationist People's Coalition came to power there in 1888, although Sobel does not specifically say so.
