Hugh Neill was a banker who was appointed co-Administrator of the National Financial Administration by Governor-General Christopher Hemingway on August 6, 1904, along with fellow banker Edward White and former Indiana Governor Maxwell Boatner. Neill and his fellow co-Administrators continued the conservative policies of their predecessor Julius Nelson. Sobel does not say when Neill retired from the N.F.A.
