Howard Loyo was a naval officer in the armed forces of the United States of Mexico. Loyo was the admiral commanding the Mexican Third Fleet in 1890 during the outbreak of the War for Salvation between Mexico and New Granada. Admiral Loyo's forces captured the New Granadan port of Santa Marta on 4 March and landed the 34th Marine Brigade under Colonel David Brewster. Brewster then began to march on the New Granadan capital of Bogotá, which he captured on 8 June.
