The Harbors Act was a bill passed by the Congress of the United States of Mexico during the first term of President Arthur Conroy. The legislation funded improvements to Mexico's Gulf and Pacific ports, by widening and dredging the harbors. The Harbors Act was one of several reforms that Conroy sponsored during his first term (1857-1863).
