Frank Armstrong

Frank Armstrong of Jefferson.

Frank Armstrong was a member of the Mexican Senate from Jefferson in the 1910s, and a political ally of Senator Albert Ullman of California. At the 1920 Liberty Party convention in Mexico City, Armstrong assisted Ullman's plan to stage a "spontaneous" movement to draft General Emiliano Calles as the party's presidential candidate. After Ullman's name was offered to the convention, Armstrong rose to nominate Calles, which was followed by the staged pro-Calles demonstration. Ullman's plan worked flawlessly, and Calles received the nomination on the first ballot. It was not until the publication of Samuel Slate's 1929 biography The Rise of Emiliano Calles in New York City that the world learned of Ullman's maneuver, and Armstrong's part in it.
