Governor Claude Baldwin of Indiana.
Claude Baldwin was a Liberal who served two terms as Governor of Indiana in the 1860s and 1870s. Baldwin had retired from the governorship in 1878 when the Liberal nominating convention was held in Philadelphia. Baldwin's ability to win elections in a state dominated by the Conservative Party made him a contender as the nominee for Governor-General. However, his well-known reputation for corruption led the Liberal delegates to reject him in favor of Manitoba Councilman John McDowell. McDowell went on to lead the Liberals to a 62 seat plurality in the 1878 Grand Council elections.
