Arturo Aragon.

Arturo Aragon was Secretary of War in the Cabinet of President Andrew Jackson. Aragon accompanied Jackson during his grand tour of the United States of Mexico from April 1823 to February 1824.

When Jackson gave an address to the California legislature in which he said that California may have "the greatest frontier of all the Mexican states," Aragon explained to reporters that he was referring to the state's agricultural potential.
