Antoine Phillipe was Premier of the Republic of France at the time of Ezra Gallivan's electoral victory in February 1888. Phillipe sent Gallivan a message of congratulations after his election, in which he expressed "the hope that our two nations may march side by side toward the universal goal of mankind -- peace and plenty." Although Gallivan considered Phillipe a fool, he did work to better relations between France and the Confederation of North America. Phillipe does not have an entry in Sobel's index.
