3. I'm not sure whether this is a mistake on Noel's part or whether I'm missing something. In For All Nails, there is going to be a USM congressional election soon, in November 1974, as described in November Election. Noel's text of the USM Constitution is a bit unclear on when the Congress is elected -- elections are "every third year" but Assembly terms are two years. The description of the Constitution of 1819 in For Want of a Nail ... doesn't help.
Perhaps this should be edited to say "stands to make big gains in the midterms"? (DAMB)

My people made substantial gains in the midterm elections." has been revised to "You're going to take this to Congress, then? Big risk, Mercator. The midterms are coming up, and my people have been getting ready for them. A constitutional crisis provoked by a self-appointed cabinet secretary will be just what we need to turn out our supporters." (JP)
